Should Hughes's Ban Have Been Upheld In The UK?

The transfer of Richard Hughes's 50 day ban for the riding fence of "not riding to instructions" seems extremely harsh, especially when Richard is adamant that he is not guilty. The rider was dismayed when he was informed that the ban would effect his riding in Britain and that he could not ride here until May 1st.
